Since I've had to clear this up with a few folks, I'm posting it here and on the IB to make sure there are no more confusions regarding this. Since things vary from ship to ship....
'recurring NPCs' are also secondary characters of people here (most of the time, they're existing characters in the fleet that aren't on any simm at the moment.), those that are listed over at:

are actually protected NPCs and are used only by one/two people since they are actually characters that belong to someone else. If you want to use the character in your post, ask whoever 'owns' the NPC/character to JP with them.
NPCs that can be used by anyone will not be listed in the same table on the InfoBase.
On the website Protected NPCs are listed as Closed NPCs. On the InfoBase they're listed as Recurring NPCs. Protected NPCs are denoted in blue on the crew manifest on the main site, in addition, protected NPCs have their own account on the forums (check 'Forum Leaders' ) wheras non protected NPCs usually don't.
